Incontinence Liners in New York
Liners (also called shields, guards or pads) are thin, absorbent inserts for light to moderate leakage. They are different from menstrual pads.
New York Medicaid coverage for incontinence liners
Disposable liners for incontinence are covered for urinary and/or fecal incontinence when the ordering practitioner documents the medical need in the member's medical record.
Personal hygiene products such as menstrual pads are not covered.
Up to 250 disposable diapers and/or liners combined are allowed per 30 days (up to eight changes a day). Larger quantities may be reviewed case by case through prior approval, with supporting clinical documentation of a medical condition resulting in increased urine or stool output.
The order must include a specific diagnosis code, and the code listed must be supported by clinical documentation in the member's medical record.
Diapers, liners and underpads are not covered for children under three.
These criteria apply to new prior authorizations and prior approval requests started on or after July 1, 2026 for fee-for-service Medicaid, and October 1, 2026 for Managed Long Term Care (MLTC) plans. MLTC billing questions go to the plan.

What to ask your clinician
Whether liners, briefs or both fit your needs, and what quantity to order. New or worsening leakage should be discussed with a clinician; liners manage leakage and do not identify its cause.
